Joseph Wresinski, founder of ATD Fourth World, needs to be heard and understood by more than the participants to this international Colloquium at UNESCO House, by the whole of society in order to truly build the pathways to peace.&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;The public event held on 26th January 2012 at UNESCO House, Paris, France, brought together participants from the past two days and over 250 outside guests. Present amongst the guests was Magdalena Sepulveda, UN Special rapporteur on extreme poverty and human rights, Olivier de Schutter, UN Special rapporteur on the right to food, Amine Khene, former UNESCO assistant director-general for administration, and Federico Mayor Zaragoza, ex director-general of UNESCO and founder of the Fundacion por la Paz, in Spain.&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;The day was devoted to outputs from the three year participatory research project, and from the two days spent at ATD Fourth World's international centre. &#171;&#160;&lt;i class=&quot;spip&quot;&gt;This has been a lesson in humility&lt;/i&gt;&#160;&#187;, said C&#233;cile Molinier, director of UNDP in Geneva, referring to ATD Fourth World's core functionning of participation, and the blending of life experiences and knowledge of those who have experienced extreme poverty.&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;Further highlighting the importance of participation, the example of ill-adapted projects to the needs of people living in chronic poverty were discussed. Mo&#239;se Compaor&#233;, from Burkina Faso, explained how a project thought out without the participation of those most concerned, is doomed to fail. Amanda Button, in the United Kingdom, spoke out on the violence of having her children taken away from her and put in foster care. Social services did not seek for her involvement, her opinion, her participation in this project.&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;Martine Le Corre's inspriring speech again emphasized the core need for participation in order to build pathways to peace. &#171;&#160;&lt;i class=&quot;spip&quot;&gt;Peace cannot be imposed. Donna Haig Friedmann, researcher at the Centre for Social Policy of the University of Massachushetts, called ATD Fourth World's fresh approach &#171;&#160;counter-cultural&#160;&#187; to academia's usual approaches.&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;Participants spoke up on this first day with examples of the trivialisation of extreme poverty. Cases where human rights are denied, where people living in extreme poverty are excluded from active participation.&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;Ricarl Pierrelouis, from Mauritius, spoke of an entire village being evicted in order for the authorities to build a dam. The villagers were not consulted, and they now live further from work opportunities, with even more difficult conditions of access to schooling.&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;In the UK, parents writing letters to their children in care are not allowed to express their emotions &#8211; if they do, local authorities may not allow anymore letters.&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;In Lebanon, migrant domestic workers are not covered by national law. They do not report any violence they may be a victim of, as they know nothing will come of it. R&#233;flexion nouvelle sur le sujet, il vient conclure une d&#233;marche de 3 ans rythm&#233;e par des s&#233;minaires et des universit&#233;s populaires organis&#233;es par ATD Quart-Monde. Membres du mouvement et invit&#233;s (chercheurs, universitaires, membres d'autres associations&#8230;) vont croiser leurs savoirs pour s'enrichir mutuellement.
Le th&#232;me de cette premi&#232;re journ&#233;e : Violence et banalisation de la mis&#232;re fut illustr&#233;e en pl&#233;ni&#232;re par de nombreux t&#233;moignages. &#171; Ils ne nous disent jamais : vous n'&#234;tes pas des &#234;tres humains mais ils nous le montrent et nous le font ressentir &#187; explique Moraene Roberts de Grande-Bretagne. Une impression partag&#233;e par Ricarl Pierrelouis de l'&#238;le Maurice et Moustapha Diop du S&#233;n&#233;gal, qui t&#233;moignent de d&#233;logement de villages entiers lors de constructions d'autoroutes et de digues. Ces projets se voulaient d'utilit&#233; publique mais les d&#233;placements ont eu des cons&#233;quences dramatiques pour les familles (encore moins de moyens, d&#233;scolarisation&#8230;)&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;En petits groupes, les participants ont discut&#233; des t&#233;moignages et des questions qu'ils suscitaient, comme celle de la violence quotidienne v&#233;cue par les personnes en situation d'extr&#234;me pauvret&#233;. Une violence souvent l&#233;gitim&#233;e par les institutions, au Liban par exemple les travailleurs domestiques immigr&#233;s victimes d'agressions pr&#233;f&#232;rent rester dans le silence et ne pas porter plainte. Lala Arabian raconte qu'ils n'ont pas confiance dans le syst&#232;me judiciaire qui ne poursuit pas ou peu leurs agresseurs.&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;En fin de journ&#233;e tous les participants ont fait remonter le fruit de leurs r&#233;flexion lors d'une pl&#233;ni&#232;re de conclusion. Beaucoup ont signal&#233; l'importance du choix des mots pour exprimer leur ressenti afin de parvenir &#224; une meilleure compr&#233;hension mutuelle. Diff&#233;rentes d&#233;finitions et fa&#231;ons de concevoir la paix furent illustr&#233;es dans chacune des interventions : &#171; La paix c'est quand on a mang&#233;, quand on a la possibilit&#233; de se faire soigner, et pouvoir &#233;tudier&#8230;etc. &#187; rapporte Jacqueline Uwimana du Rwanda lors de son travail d'&#233;ducation &#224; la paix avec les jeunes. Une impression diff&#233;rente dans le t&#233;moignage de Nadine Lambert Ducrocq qui parle de &#171; paix int&#233;rieure &#187;, celle qui va lui permettre de se lib&#233;rer de sa souffrance qu'a caus&#233; son placement, qu'elle qualifie de &#171; d&#233;chirure familiale &#187;. Selon Nadine cette paix int&#233;rieure est un premier pas vers une paix g&#233;n&#233;ralis&#233;e. A cette id&#233;e s'ajoute celle de Maritza Orozco du Guatemala, qui dit que la timidit&#233; ne conduit nulle part et qu'il faut briser le silence en soi.&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;Trois principaux concepts ont &#233;t&#233; d&#233;gag&#233;s des discussions des groupes concernant le chemin vers la paix : reconnaissance, dialogue et engagement. Roland Schexnader r&#233;sume bien l'importance de la reconnaissance en disant : &#171; Quand la violence v&#233;cue par les personnes dans la grande pauvret&#233; est reconnue cela apporte une sorte de paix int&#233;rieure. &#187; Mais, insiste un autre participant, &#224; la condition que le dialogue soit suivi d'engagement et d'actions concr&#232;tes. C'est indispensable pour la conqu&#234;te de la paix. &lt;br /&gt;&#171; La violence n'est pas une fatalit&#233; &#187;, c'est avec cette phrase qu'Eli Evangelista du Mexique, nous introduit dans sa r&#233;flexion sur la construction de la paix. Il parle de l'&#233;ducation pour la paix qui doit &#234;tre instaur&#233;e par les institutions afin de r&#233;soudre les conflits d'une mani&#232;re pacifique.&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;Convaincus que le chantier de construction de la paix sera long, les diff&#233;rents participants restent confiants sur ce que peut porter cette d&#233;marche. Este encuentro fruto de tres a&#241;os de trabajo y de siete encuentros regionales, busca abrir una brecha en el esquema tradicional para pensar la miseria. Una visi&#243;n, hasta hoy dominada por el enfoque individual de la investigaci&#243;n occidental.&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;&#8220;No podemos seguir dejando que hablen solo los que saben&#8221;, es el mensaje que nos lleg&#243; en quechua desde Per&#250;. El considerar las personas que viven la miseria como fuente de informaci&#243;n solamente, sin escucharlas verdaderamente es violencia. Es necesario crear un cruce de los saberes entre quienes investigan la miseria y quienes la viven. Es urgente restablecer el equilibrio y reconocer quienes viven la miseria como actores de conocimiento.&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;La violencia de la miseria es trivializada cuando las leyes no reconocen los derechos fundamentales, &#8220;el hecho de no tener derecho legitima las violencias&#8221; se revuelta Lala Arabian, directora ejecutiva de la ONG libanesa &#8220;INSAN Association&#8221;, al hablar de los trabajadores dom&#233;sticos inmigrantes que viven un r&#233;gimen de servidumbre que los expone a toda las injusticias posibles. Esto nos puede parecer claramente reconocible como violencia, pero tambi&#233;n hay violencia cuando los servicios sociales no ven el sufrimiento de las familias cuyos hijos les son retirados y que no tienen derecho a expresar el amor, la tristeza y el combate que libran para recuperarlos. Moraene Roberts, militante de ATD Cuarto Mundo Reino Unido, ha sido testigo de ese sufrimiento: &#8220;no tienes derecho a decirles que los quieres, no puedes llorar, porque es manipulaci&#243;n&#8221;.&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;Durante esta primera jornada, distintos grupos de trabajo se constituyeron para profundizar las ideas expresadas durante la apertura. Muchos se preguntan &#191;C&#243;mo hemos hecho para que exista esta violencia? The ways in which to build this peace were also examined.&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;Participants discovered that peace was defined in different ways according to the context of those living it, or denied it. In Rwanda a youth group from Umuseke Association stated that peace was having enough to eat, proper health care, and access to education. Peace was also defined as a feeling that needs to be internal before being able to reproduce it by building with others. Christophe G&#233;roudet, an ATD Fourth World volunteer in Bolivia, reminded us that extreme poverty destroys human beings. Indeed, it can lead to self destruction, when one is ignored as a human being, due to repeated acts of humiliation, a lack of recognition, and a lack of self-esteem. It demands enormous ressources of strength and courage to lift oneself, and others, out of violence and up towards peace building.&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;As Deirdre Mauss, also a member of ATD New Orleans Task Force, said, &#171;&#160;Peace doesn't always happen in a big bang&#160;&#187;, and there are many pathways to peace. Showing kindness to someone who shows little, for example, but also working together to educate for peace. Hoang Thi Cong Ngoc Nguyen works at the Catalyst Foundation, in Vietnam. She underscored the importance of working in partnership with people in extreme poverty, through projects that allow all participants to learn from one another.&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;In ATD Fourth World's Live-In Family Developmen project in Noisy le Grand, France, cultural and artistic projects have been set up. Through active participation in the projects, children and adults discover unimagined capabilities of which to be proud. Through sharing and recognition of the equal value of all as human beings, peace is built in the community.&lt;/p&gt; &lt;p class=&quot;spip&quot;&gt;People living in extreme poverty, academics and development workers shared and blended their life experiences and knowledge, one day two of the Colloquium, as they did on day one.
